By sincerely Reciting or Listening the Shri Jagannath Ashtakam with devotion, the purification of the heart occurs, all sins are destroyed, and attainment of the divine abode of Bhagwan is achieved.

You can recite or Listen whenever you feel anxious, Disturbed, moved or agitated.

But in Hinduism, the Sanatan Jagannath Tradition  mornings (especially the Brahma Muhurta, around 4-6 AM) and evenings are often considered auspicious for prayer  and spiritual practices.
